Here in New York, roll-down gates on store fronts are going the way of cigarettes, smoke and fatty foods. They have been legislated against. The City Council voted to phase in a ban on a kind of gates that completely block store windows. Times’ reporter Manny Fernandez talked to retailers on Court Street in the Carroll Gardens section of Brooklyn, they were about as happy as they would be about the property tax hike.

In China, H.I.V. tests are turning blood into cash. Donors are getting some of the money testing sinners receive. It works out to about $9 per sample and an additional $44 for samples that come back positive. The money is coming from the Bill & Melinda Gates Foundation. It’s spending $50 million over five years to slow AIDS in China. More than 110,000 people have been tested so far.
