　　Ladies and Gentlemen, Comrades and Friends,

　　2006年的新年钟声即将敲响。在这辞旧迎新的美好时刻，我很高兴通过中国国际广播之声、中央人民广播之声和中央电视台，向全国各族人民，向香港特别行政区同胞和澳门特别行政区同胞，向台湾同胞和海外侨胞，向世界各国的朋友们，致以新年的祝贺！

　　As the clock counts down the few remaining hours to the Year 2006, through China Radio International, China National Radio and China Central Television, I am very delighted to extend my best wishes to Chinese people of all ethnic groups, people in the Hong Kong and Macao Special Administrative Regions, and our compatriots in Taiwan, overseas Chinese and friends of all countries in the world.

　　在过去的一年里，中国各族人民同心同德、开拓进取，全面推进社会主义经济建设、政治建设、文化建设、和谐社会建设，国民经济呈现增长较快、效益较好、价格平稳、活力增强的态势，各项社会事业不断发展，人民生活继续改善。中国积极发展同世界各国的友好合作关系，推动有关重大国际及地区问题的解决，为维护世界和平、促进共同发展发挥了建设性作用。

　　In the past year, the Chinese people joined hands in pushing forward in an all-round way the socialist construction in the economic, political and cultural fields and the construction of a harmonious society. The national economy has seen such momentums as relatively fast growth, fairly good efficiency, stable prices and increased vitality. Various social undertakings have developed continually and the people"s livelihood has continued to improve. China has actively developed its friendly and cooperative relations with various countries of the world and helped promote settlements to major international and regional issues. It has played a constructive role in maintaining world peace and promoting common development.

　　2006年，是中国实施“十一五”规划的开局之年。最近，中国共产党召开了十六届五中全会，提出了中国今后5年经济社会发展的总体目标、指导方针和重大部署。中国各族人民正在意气风发地推进全面建设小康社会进程，为创造更加美好的未来继续努力。

　　2006 is the starting year of China"s 11th Five Year Program. The 16th Central Committee of the Communist Party of China has lately convened its 5th Plenary Session, putting forward the overall goals, guiding principles and major arrangements for the country"s economic and social development over the coming 5 years. The Chinese people of all ethnic groups are making new strides in creating a well-off society in an all-round way, and continuing our efforts in building an even brighter future.

　　我们将坚持以科学发展观统领经济社会发展全局，着力加快改革开放，着力增强自主创新能力，着力推进经济结构调整和经济增长方式转变，着力提高经济增长的质量和效益，努力推动经济社会又快又好发展，使全体人民共享改革发展的成果。我们将坚持“一国两制”、“港人治港”、“澳人治澳”、高度自治的方针，支持香港、澳门特别行政区政府和行政长官依法施政，扩大内地同香港、澳门的交流合作，坚定地维护香港、澳门长期繁荣稳定。

　　We"ll stick to a scientific approach to development in guiding the overall economic and social advancement, make greater efforts in speeding up our reform. and opening-up, strengthen creativity and the ability to take initiatives, promote the readjustment of the economic and social structures and the transformation of economic growth modes, and increase economic quality and efficiency, so that all people can benefit from the achievements of our reform. and development. We will continue to implement the principles of "One Country, Two Systems", "Hong Kong People Governing Hong Kong", "Macao people Governing Macao" and "a High Degree of Autonomy", and will support the chief executives of the Hong Kong and Macao SARs in their governing according to law, expand exchanges and cooperation between the mainland and the two regions, and will firmly safeguard the long-term prosperity and stability there.

　　我们将坚持“和平统一、一国两制”的基本方针，坚持一个中国原则决不动摇，争取和平统一的努力决不放弃，贯彻寄希望于台湾人民的方针决不改变，反对“台独”分裂活动决不妥协，积极促进两岸的交流合作，维护台海和平稳定，推进中国和平统一大业。

　　We"ll continue to follow the fundamental principles of "Peaceful Reunification" and "One Country, Two Systems". We will not waver on the One China principle, will never give up our efforts to achieve peaceful reunification, will never change our principle of pinning our hopes on the people of Taiwan, and will never come to terms with secessionist activities aimed at "Taiwan Independence". We"ll actively promote cross-Straits exchanges and cooperation, safeguard cross-Straits peace and stability and gear up the cause of China"s peaceful reunification.

　　当前，国际形势继续深刻变化。和平、发展、合作成为时代的潮流。世界经济保持增长势头，科技进步日新月异，各国的相互依存和合作日益加深，人类社会发展面临着新的机遇。同时，影响和平与发展的不稳定不确定因素增多，局部战争和冲突时起时伏，南北差距进一步拉大，恐怖主义、跨国犯罪、环境污染、严重传染性疾病等全球性问题突出，人类社会发展也面临着严峻挑战。

　　At present, the world continues to undergo profound changes. Peace, development and cooperation have become the themes of the era. World economic development is progressing with strong momentums. There are huge advances in science and technology. Global interdependence and cooperation have continually deepened. The human society faces new challenges and opportunities for development. Meanwhile, the unstable elements and uncertainties that affect peace and development are on the rise. Growing global issues, such as intermittent regional warfare and conflicts, the increasing gap between the North and south, terrorism, transnational crimes, environmental pollution and serious epidemics all pose severe challenges to the development of mankind.

　　中国人民爱好和平，向往美好生活，真诚愿意做维护世界和平、推动全球经济平衡有序发展的坚定力量。中国人民殷切希望同世界各国人民一道，加强团结，密切合作，携手建设一个持久和平、共同繁荣的和谐世界。

　　The Chinese people love peace, long for a beautiful life and are ready to be a firm force to safeguard world peace and promote global economic development in a steady and orderly way. The Chinese people are hoping, earnestly, to strengthen solidarity and cooperation with other peoples all over the world, jointly building up a harmonious world with long-lasting peace and common prosperity.

　　在这里，我愿重申，中国的发展，是和平的发展、开放的发展、合作的发展、和谐的发展。中国人民既通过争取和平的国际环境来发展自己，又通过自己的发展来促进世界和平。中国人民愿同世界各国人民一道促进多边主义，促进经济全球化朝着有利于实现共同繁荣的方向发展，提倡国际关系民主化，尊重世界多样性，推动建立公正合理的国际政治经济新秩序。中国将坚持对外开放的基本国策，不断优化投资环境、开放市场，广泛开展国际合作，特别是将尽己所能支持发展中国家加快发展，同世界各国实现互利共赢。

　　Therefore, I would like to reiterate that China"s development is a development of peace, openness, cooperation and harmony. We, as Chinese people, seek to develop ourselves through striving for a peaceful international environment and to promote world peace through self-development. The Chinese people would like to join hands with people around the world to promote multilateralism and facilitate economic globalization in the direction of realizing common prosperity. The Chinese people advocate democratization in international relations, respect diversification and would help promote the establishment of a new international political and economic order that is just and rational. China will continue to stick to the basic state policy of opening to the outside world, continually optimize our investment environment, further open up our market and conduct extensive international cooperation. We"ll do our utmost in support of other developing nations to realize rapid development and achieve mutually beneficial and win-win results.

　　当今世界，一些国家的民众依然遭受着战火、贫困、疾病、自然灾害等的煎熬，中国人民对他们始终怀着深切的同情，愿意为他们提供力所能及的帮助，衷心祝愿他们能够早日生活在和平与发展的阳光之下。

　　In today"s world, there are still countries suffering from warfare, conflict, hunger and poverty. The Chinese people have deep sympathy towards people in those countries and are willing to offer as much assistance as within our power. We sincerely hope that they would be able to live in the sunshine of peace and development as early as possible.
